Serbia – Business development consultancy services – Development of the Operational Integrated Administration and Control System (IACS) (I phase) in line with EU CAP requirements

The purpose of this contract is development of existing structures and legislative and institutional capacities of the Ministry of Agriculture, Forestry and Water Management and its Paying Agency in order to implement the EU Common Agricultural Policy (CAP) and prepare the Republic of Serbia for EU accession. The aim is to develop the operational Integrated Administration and Control System (IACS) (I Phase) in line with EU Common Agricultural Policy (CAP) requirements. IACS components need to be designed, developed and further integrated into all existing systems and software in the Ministry of Agriculture, Forestry and Water Management (MAFWM) and external registers and databases. All elements except the Area Monitoring System (AMS) would have to be developed. Land Parcel Identification System (LPIS) digitization will be provided to the national administration as support for country wide. Farm register, animal register and Land Parcel Identification System (LPIS) software already exist. In addition, strengthening of the capacities of the Directorate for Agrarian Payment to fully utilise and accredit IACS system and its components in clue time is necessary.
