Norway – Laboratory, optical and precision equipments (excl. glasses) – Intention notice: Framework agreement for testing kits for diagnosing tuberculosis for Helse Bergen HF

Sykehusinnkjøp, on behalf of Helse Bergen HF at the Microbiological Department at Haukeland University Hospital, intends to enter into a framework agreement with DiaSorin AB on test kits for diagnosing tuberculosis. The background for the procurement of the Microbiological Department at Haukeland University Hospital needs a framework agreement for test kits for immunological diagnostics of latent/active tuberculosis infection. In order to ensure patient safety and ensure sufficient analysis capacity, the test kits must be able to be analysed in one of the fully automatic analysis instruments that the laboratory currently has; Liaison XL, Alinity in-module or VirClia Lotus, and have the possibility for random access. Description of procurement Health Bergen HF shall enter into a framework agreement for test kits for use in diagnostics of latent/active tuberculosis infection. The current contract expires 07.02.2026. Helse Bergen HF estimates annual use of 100 test kits (of 200 tests/items: where 4 tests are used per patient analysis) and 15 boxes of checks (of 40 units). The last time Helse Bergen HF had a competition on the test kits, only one supplier could deliver on the needs. Based on this, a market survey was carried out when this procurement was initiated to clarify whether there were now several suppliers who could deliver on the needs. It was here that only DiaSorin AB could deliver on the requested specifications for the possibility of analysing in one of the laboratory's fully automatic analysis instruments with random access. It is our opinion that DiaSorin AB ́s test kit is the only option that fully deliver on the needs. The contract will be signed without a prior tender notice. Legal basis to procurements without a competition is the Public Procurement Regulations § 13-4 first section, letter b second point. An intention notice will be published in accordance with the provision in § 21-5. Objections to the intention of signing the contract shall be directed to Sykehusinnkjøp in the communication module in Mercell, to project manager Martha Stokka-Spord by the date 22.12.2025, 23.59.
