Oslo University Hospital (OUS) hereby informs that we intend to enter into a contract without a competition for the procurement of a high resolution mass spectrometer with a fluid chromatographical system (UHPLC). Norway ́s laboratory for doping analysis at the Department of Pharmacology at Oslo University Hospital, Aker Hospital, is an ISO 17025 and WADA accredited laboratory for doping control within sport. In accordance with WADA ́s requirement for a back-up system for instruments that are used for obligatory routine analyses, the division shall procure a high-resolution instrument that shall function parallel to an existing Vanquish Flex Exploris 120 system, where the same method shall be able to be run on both systems that then function as a full-fledged back-up system for each other. The division shall procure a high resolution mass spectrometer with a fluid chromatographical system (UHPLC) that shall be used for qualitative and quantitative analysis of doping agents and their metabolites in body fluids such as urine and blood. Our repertoire includes analysis methods for both serum, urine and DBS (dried blood spots), and we use the same instrument for different matrixes and methods. The concentration levels for the substances we are looking for span over a wide area. The system must be sufficiently sensitive (for low concentrations) and it must be able to analyse many (up to 400) analytes in one run. At the same time, the instrument must be robust for regular routine use, have high capacity and be able to analyse different matrixes at a large span of concentration levels. The instrument must also be controlled with the same software as the existing system so that method files for collecting data and databases used in processing data files, can easily be moved between the systems. Thermo Electron Sweden AB is the only supplier that, due to the above mentioned reasons, can deliver in accordance with the requirements. The terms in PPR § 13-4 b) (2) are considered fulfilled. Any objections are to be reported to the project manager within 10 days after the published notice.
