Norway – Systems and technical consultancy services – Procurement of consultancy services for development and consulting on ESRI software.

Voluntary ex ante transparency notice: Politiets fellestjenester (PFT) intends to enter into a framework agreement with Geodata AS for the purchase of consultancy services for development and consultancy based on ESRI software. Geodata AS is the only supplier in Norway who has the sole right to distribution of ESRI software and associated integrations. PFT is not aware of any alternatives and considers the terms in the procurement regulations - FOA § 13-4, litra b, number 3 on procurement without competition, in order to be fulfilled. The contracting authority will wait 10 days before the contract is signed, in order to give other suppliers the opportunity to assess whether they can provide services and respond to the notice. The estimated value of the framework agreement including options: NOK 20 - 30 million, excluding VAT.
