Norway – Health and social work services – Framework agreement for respite services for children and youths aged 0 - 18 years.

The objective of the procurement is to ensure Trondheim municipality access to qualified respite services in order to supplement the municipality ́s own services when these cannot cover the total need. The procurement shall contribute to uniform and sustainable service development. The aim is to optimise the relationship between quality and cost and ensure a differentiated and flexible respite offer of high quality. The framework agreements shall cover the needs of children and youths (0-18 years), with different functional levels and assistance needs. The services are awarded to guardians who have a particularly burdensome welfare work and must be able to be provided under both the Child Protection Act and the Health and Care Services Act. The overall aim of the service is that children and youths, through targeted initiatives and activities in safe and competent environments, achieve the most independence and meaningful existence.
