Tender Description

Oslo municipality c/o the Agency for Urban Environment shall announce a procurement for a new framework agreement for traffic registrations on the municipal road network for the period 2026-2030. Written and oral market dialogues are therefore invited prior to the procurement and the Agency for Urban Environment would like to examine which systems and the capacity is available in the market for this assignment. The Agency for Urban Environment is responsible for collecting, quality assure and communicating traffic data for municipal roads in Oslo, cf. the road data regulations. There is particularly high demand for data connected to traffic volume, speed and longitudinal classes, as well as an increasing need for data on walking and cycling. In the current situation, fixed traffic registrations are carried out with the help of 13 fixed counting points for vehicles and approx. 36 fixed counting points for bicycles. Temporary registrations are mainly carried out with mobile traffic registration equipment such as radars, with supplementing video recordings and analyses (Minibuses). The framework agreement shall cover periodical counts for vehicles, bicycles and pedestrians, as well as the operation and maintenance of continuous traffic registration stations. Measurements are carried out with the contracting authority ́s equipment and each call-off will specify road user groups, registration equipment, duration and count section. The estimated volume of the framework agreement is NOK 3 million per annum.
