Belgium – Education and training services – Baseline, Midline and Endline evaluation - African Centre for School Leadership – Leaders in Teaching – LEAD pillar (ACSL-LIT-LEAD)

Framework contract for evaluation of the ACSL-LIT-LEAD programme, consisting of three measurements (baseline, midline, and endline). Specific focus and objective of each evaluation assignment will be specified in separate terms of reference but generally focus on results of the programme at the outcome level in the four LIT expansion countries and at the Pan-African level. The evaluation will assess progress of objectives, activities, outputs and outcomes, and informs on or recommends for revision, adaptation of approach, targets, etc. Specific topics of interest for learning are gender, equaltiy and social inclusion considerations and scaling of the ACSL approach to additional partner countries. Technical assistance will be provided for refining the Theory of Change underpinning the programme and the formulation of recommendations in co-creation with the programme team and partners. The evaluation will complement and build on regular monitoring of the programme and on the research component of the programme, including the longitudinal impact study.
