Iceland – Prefabricated buildings – Negotiated procedure without prior call for competition

Based on article 53 section (h) in the Icelandic utilities regulation. Landsvirkjun is in need of temporary workcamp at Vaðalda wind farm and Borgarverk, a contractor in few projects at Vaðalda has erected workcamps which they have offered Landsvirkjun to take over after their work on-site is finished. The price is under market price since there is no need for transportation or build on-site since the workcamp is already there. If Landsvirkjun were to tender out a workcamp for this worksite the envirionmental impact would also be higher since Borgarverk would take down their and then a new workcamp had to be erected/installed - or Borgarverk would still have advantage in offering this current workcamp, all installed and ready for use. All facilities are connected to relevant pipelines and electricity which makes this a ready to use product.
