Cambodia – Business services: law, marketing, consulting, recruitment, printing and security – Cambodia-EU Cooperation Facility 2024-2028

The purpose of the contract is to facilitate the implementation of national and regional programmes by providing funding for all necessary support operations. The contract may cover studies, meetings, information, awareness-raising, training, preparation and exchange of lessons learnt and best practices, publication activities and any other administrative or technical assistance expenditure necessary for the programming and management of actions, including remunerated external experts; research and innovation activities and studies on relevant issues and the dissemination thereof; expenditure related to the implementation of public diplomacy activities in support of the political priorities of the EU. Justification for Negotiated procedure without prior publication: The current contractor has implemented the Cooperation Facility, having delivered over 50 assignments to date in line with the EUD requirements. In view of the contractor’s proven capacity and performance, the Delegation considers it to be in the best interest of the EU to proceed with a negotiated procedure in order to top up the existing contract with an additional EUR 819,030 and to extend the duration of the current service contract for a further six (6) months.
