Finland – IT services: consulting, software development, Internet and support – Prior information notice: Digital identity wallet solution SDK and related services

The Digital and Population Data Services Agency (Digi- ja väestötietovirasto, DVV) is preparing a public procurement for Finland’s European Digital Identity Wallet. The procurement concerns a digital identity wallet solution provided as a software development kit (SDK), related backend services and certificate/attestation issuance. The wallet solution will be comprised of the wallet unit clients for both iOS and Android mobile operating systems as well as the related wallet back-end functionalities and will be available for certification using the NOBCCS (Nordic and Baltic Common Certification Scheme) by the end of Q3/2026. Also, other wallet-related functionalities, such as for example, but not limited to PID provisioning, identity matching service, or QEAA provisioning, may be part of the procurement. Suppliers interested in this planned procurement can contact DVV by email hankinnat@dvv.fi. DVV reserves the right to invite suppliers for further discussions regarding the planned procurement. This can be done to obtain information on market and suppliers providing relevant services, and to clarify any possible issues related to the object of the procurement. DVV may use the information it receives during these discussions for planning and preparation of the actual invitation to tender.
