Norway – Research and development services and related consultancy services – Professional follow-up of the bully ombudsman scheme in 2026

The Norwegian Directorate of Education and Training is responsible for various initiatives that shall strengthen nurseries, schools, authorities and owners in promoting safe environments as well as preventing, uncovering and handling fraud, bullying and other offences. Despite comprehensive national commitment to children and pupils' learning environment, there is still a stable number of pupils in primary and secondary schools who report being bullied at school. The Norwegian Directorate of Education and Training administers the scheme for county bully ombudsman, which was implemented in 2017. The aim of this scheme is to contribute to children and pupils being safeguarded their rights to a safe and good nursery and school environment. The scheme is partially financed by the government for a temporary duration until the year 2026.
