This Assignment relates to the “Rond Ronse” project. Further information about this project can be found at www.rondronse.be. For this project, an integrated planning process has already been completed, resulting in the definitive adoption of the GRUP “Rond Ronse”. The Decision of the Flemish Government on the definitive adoption of the GRUP is included as Annex 3. The complete planning file, including all annexes, can be consulted via DSI – Detail – Rond Ronse. The GRUP Rond Ronse was annulled following a ruling of the Council of State on 3 November 2025 (No. 264.738). This study assignment concerns tasks related to the resumption of the planning process, as well as assistance in the procedure for obtaining one or more environmental permits, the procurement procedure (in principle via competitive dialogue), and the execution of the contract or contracts for the realisation of the project. The tasks may also relate to the implementation of advanced works or quick-win projects (including tasks for the Oudenaarde–Ronse cycle highway). In addition, the Contracting Authority may also call upon the Contractor for various tasks related to the subject of this Assignment. The Contractor will be required to cooperate with one or more employees designated by the Contracting Authority from a communication agency and stakeholder managers.
