France – Radio and television services – Multilingual services: translation, proofreading, recording of language versions and delivery of subtitles for different language versions

ARTE has been producing and broadcasting a weekly programme lasting approximately 10 minutes entitled ARTE Europe l'Hebdo, which focuses on European themes in line with ARTE's editorial line since autumn 2022. It is a weekly news programme produced and presented entirely in 4 languages (subtitles of audio passages and original voices, journalistic commentary and presentation in 4 languages): French (FR), German (DE), Spanish (ES) and English (EN). ARTE Europe l'Hebdo is broadcast on non-linear vectors, including the ARTE website, ARTE's YouTube channels and the websites of our 8 European media partners: El País (ES), Le Soir (BE), Internazionale (IT), Gazeta Wyborcza (PL), Kathimerini (GR), Telex (HU), Ir (LV), Birn (RO) - it being understood that this partnership can be extended to include new European media. ARTE wishes to produce one programme per week, except in exceptional circumstances for which ARTE will give the service provider 1 month in advance (generally during the festive season or the summer). A total of 46 programmes will be produced over the 11 months, as follows: Year 2025: 38 programmes Year 2026: 8 programmes A test programme will be produced in the last week of March 2025. Services to be provided: 1. Translations This involves translating all the content broadcast into the 3 languages of the programme. The translations are based on the original script written entirely in one language, in French or German, by the ARTE journalist corresponding to the transcription of all the subjects to be translated (commentary and "sound" of the edited images). The final proofreading and validation of the texts will be carried out by ARTE's team of journalists. 2. Production of subtitles The aim is to produce the subtitles of the "audio" of each subject, in the 4 languages of the programme. By "sound", we mean any part, apart from the journalist's commentary, where a person intervenes in the image, in his or her own language (interviews, micro-trotters, soundscapes). The scripts will be supplied by ARTE on day 2 (currently Wednesday) at 12 noon maximum, in French or German, in Word format. Translations into all languages must be delivered by the service provider on the same day at 14:30 maximum. Subtitles Content produced by ARTE will be supplied to the service provider on day 2 (currently Wednesday) at 14:30 maximum. Optional services : 1. Our programme is constantly evolving, particularly in terms of multilingualism. With this in mind, we are planning to produce ARTE Europe l'Hebdo in its entirety (subtitles of audio passages and original voices, journalistic commentary and presentation) in other languages - in particular Polish - during 2025. Multilingual services in these languages will therefore be added on an optional basis to all the services mentioned in this document. These additional services, which are currently optional, must appear separately in the offer. 2. ARTE wishes to produce and broadcast a programme entitled "Décryptage Européen" from January 2025. This is a fortnightly explanatory format lasting approximately 3 to 5 minutes, produced to date in at least 10 languages: French, German, Spanish, English, Polish, Italian, Hungarian, Greek, Latvian and Romanian. The service provider will be entrusted with the production of 8 language versions (i.e. all versions except French and German): this will include subtitling of the audio, voice-over of the commentary and, where appropriate, graphic adaptations. The translations and their proofreading are to be provided by the service provider. These additional services, which are currently optional, must appear separately in the bid.
