Ireland – IT services: consulting, software development, Internet and support – Voluntary Ex Ante Transparency Notice for Support and Maintenance of Cygnus Loans Management System

Dublin City Council gives notice to invoke Article 32.2(b) (ii) and (iii) for a derogation from public procurement whereby the works, supplies or services can be provided only by a particular economic operator as (ii) competition is absent for technical reasons (iii) the protection of exclusive rights, including intellectual property rights; Dublin City Council intends to award a contract to Gemini Mortgage Solutions for a period of five years at a value of €350,000 for support and maintenance of the Cygnus loan and management accounting system. Over 2,000 mortgages are managed in the system with a loan portfolio for the amount of approximately €222 million.
