Norway – Education and training services – Management Development Program

Bergen municipality, the School Department, would like assistance with management development that promotes service quality in schools. The School Department is an agency in Bergen municipality, which started in autumn 2019. The agency is the local school authority and is responsible for the operation and follow-up of the 81 municipal schools. The units are divided between four urban areas, and each of the urban areas is led by an area manager. It is a general aim that all schools in Bergen shall achieve stable good learning results, deliver high quality education and that the pupils shall experience a good learning environment. It shall be professional communities of high quality in all schools. The management groups must, thus, have precise knowledge of their own school, have the competence to build the necessary capacity in their organisation, and be able to implement relevant initiatives and objectives to increase pupils ́ learning. The aim of the process for which assistance is wanted is to develop management exercise and management power in the schools ́ management groups and the Department for the school ́s management group, prepare a system for assessing and self-evaluation of the schools, and support the management groups in the implementation of this system in bergen schools. The assignment is based on experiences with the current quality development plan and measuring results in national assessment systems.
