Norway – Health and social work services – Invitation to market dialogue - Procurement of temporary residential offers.

Bergen municipality shall procure temporary residential offers and after holding a supplier conference, September 2024, the contracting authority has chosen to implement 4 procurements divided as follow-up: Procurement 1: 24 hour temporary residential offers with health and social welfare follow-up. Target group: The target group is homeless persons with drug and alcohol dependency with ongoing use of drugs and alcohol, possibly in combination with somatic/and or mental disorders. Procurement 2: Temporary residential offer with ambulant health and social care follow-up. Target group: The target group is homeless persons with drug and alcohol dependency with ongoing use of drugs and alcohol, possibly in combination with somatic/and or mental disorders. Procurement 3: Temporary residential offers with daily inspections. Target group: The target group is homeless persons with drug and alcohol dependency with ongoing use of drugs and alcohol, possibly in combination with somatic/and or mental disorders. Procurement 4: Temporary residential offer Target group: Homeless singles, couples and families with children without ongoing use of drugs. Market dialogue: The contracting authority would like to carry out a market dialogue before the competition notice, in order to obtain written input for provisional requirement specifications for Procurements 1 and 2. Equivalent market dialogue will be held prior to the notice for procurements 3 and 4. The objective of the market dialogue is to: Check that the requirements are understandable, realistic and do not unnecessarily limit the competition, uncover any uncertainties or need for clarifications, and get market assessments of proposed requirements and systems. Implementation and frameworks: The contracting authority publishes the requirement specifications procurement 1 and 2, as annex to this notice. Suppliers and other interested actors are invited to submit written inputs or comments to the requirement specifications. Input is to be sent in the communication module in mercell as an annex in PDF format. The deadline for submitting input to the requirement specifications is 28.11.25, 12:00. The contracting authority will not answer questions in this phase. Individual meetings or separate follow-up of input will not be given. Prices, solution proposals or negotiations cannot be presented in this phase. Further process: After the market dialogue, Bergen municipality will assess any adjustments before announcing the competitions in Doffin. There will then be an ordinary opportunity to ask questions and submit tender offers in accordance with the procurement regulations.
