Norway – Software package and information systems – Intention notice - Licence and support agreement - ESRI products

The notice is for a renewed contract for the Enterprice License Agreement for access to ESRI products, use of the accompanying maps and services from Geodata AS, including user support and support. NGU intends to enter into a contract with Geodata AS. Geodata AS is the sole distributor in the Norway of ESRI software and it is not possible to procure the software via other countries ́ dealers. The Geological Survey of Norway (NGU) deems the terms in the Regulations 12 August 2016 no. 974 on public procurements (the procurement regulations – FOA) § 13-4, litra b, number 3, cf. the Act 15 June 2018 no.40 on copyright to intellectual property etc. (intellectual property – åvl.) § 2 litra l, on procurement without competition to be fulfilled. The procurement is for a renewed contract on the Enterprice License Agreement for access to ESRI products, use of associated maps and services developed Geodata AS, including user support and support, as the current free use agreement (Enterprise agreement) for the use of ESRI software expires 31.12.2025. The contract period for the new contract will be from 1.1.2026 to 31.12.2029. See further justification in the attached document.
