Westmeath County Council proposes to develop a 4.41-hectare site at Ardmore Road, Mullingar, as a sustainable mixed-tenure residential community comprising approximately 170 homes, a crèche, and associated infrastructure. The tenure mix will include 30% social housing, 20% affordable housing, and 50% private sale or rental. The lands are fully in the ownership of Westmeath County Council, zoned for residential use. The site is located to the east of Mullingar town centre and benefits from existing access via the L1133 local road and proximity to established services infrastructure. 2. Strategic Objectives This project forms part of Westmeath County Council’s Capital Housing Delivery Programme and aligns with the Government’s Delivering Homes, Building Communities 2025-2030. The key objectives are to: • Deliver high-quality, energy-efficient housing at scale. • Support compact, sustainable urban growth. • Promote tenure integration and social inclusion. • Use Modern Methods of Construction (MMC) to enhance delivery efficiency. • Ensure value for money and long-term community sustainability. 3. Procurement Approach The Council intends to procure one or more Development Partners through the Competitive Dialogue Procedure under EU and national procurement law. This approach will allow early engagement with shortlisted candidates to explore design, financial, and delivery options that achieve the best balance of quality, cost, and long-term viability. The overall construction value is estimated at €47.52 million, with delivery anticipated over an eight-year period.
