Oslo municipality c/o the Agency for Improvement and Development invites tenderers to a written market dialogue in connection with a new joint procurement agreement for electric cycles. Responses to the market dialogue are requested to be received as a completed form in Artifik. UKE considers whether it is appropriate to invite suppliers to one-to-one meetings or any subsequent questions in writing. About the Contracting Authority   Oslo municipality is one of Norway's largest employers with approx. 50,000 employees and an annual budget of approx. NOK 52 billion. Each entity itself makes the orders/call-offs it needs in the area covered by the agreement.  New joint procurement contract for electric bikes Oslo municipality currently has a joint procurement agreement for electric bikes that shall be renewed through a new procurement. The cooperative purchasing agreement shall cover the Contracting Authority's need for electric bikes for employees' journeys around Oslo, including meeting activities and the provision of home services. The service use of electric cycles in Oslo municipality supports the municipality ́s aim of reducing the city ́s climate gas emissions. The electric bikes shall be delivered with Oslo municipality ́s logo and the name of the ordering business. The cooperative purchasing agreement shall also be able to cover the need for spare parts and accessories for the electric bikes. Different types of electric loaders ought to be offered as non-exclusive options. Scope of the agreement Oslo municipality has approx. 850 electric bicycles and has had a joint procurement contract for two periods since 2017. The procurement volume in the previous agreement has reflected that the municipality ́s need for electric cycles has mainly been covered or not prioritised in budgets. Surveys at the entities show, however, that parts of the electric bicycle park are approaching 10 years and may be ripe for replacement. An estimate for future needs can be 25-50 electric cycles per annum. The final estimated value of the procurement will be clarified upon publication. The procurement is tentatively planned to be announced in January 2026. UKE requests feedback on questions in the form below.
