Norway – Medical equipments, pharmaceuticals and personal care products – Intention notice: Jet ventilator for Helse Stavanger HF

Sykehusinnkjøp HF intends, on behalf of Helse Stavanger HF, to enter into a procurement agreement with TIMIK AS for the procurement of 1 unit. Jet ventilator, as well as an accompanying framework agreement for the procurement of equipment dependent consumables. The contract shall also include an option for the procurement of service, 1 for jet ventilator, service courses, additional equipment and loan equipment. In accordance with the public procurement regulations (FOA) § 13-4 first section letter b no. 2, the Contracting Authority can hold a procurement without competition if the procurement concerns services that can only be provided by a specific tenderer, as competition for technical reasons is not possible. In order to safeguard the principle of competition in the Public Procurements Act (LOA), the Contracting Authority has carried out a written market survey and product presentation to identify suppliers who can deliver jet ventilators in accordance with all the minimum requirements. The survey shows that only TIMIK AS can deliver equipment that fulfils the requirements.
