Ireland – Software package and information systems – T.072/2025 Pre-Qualification Questionnaire for requests to participate in a Competition to supply a Digital Asset Management Solution for An Garda Síochána

The Commissioner of An Garda Síochána invites responses (“Requests to Participate”) to this pre-qualification questionnaire (“PQQ”) for the provision of goods and services described in Appendix 1 of this PQQ. This public procurement competition is being conducted in accordance with the restricted procedure under Regulation 28 of the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016). The Competition will involve two stages as described as follows: Stage 1 – Pre-qualification: The Contracting Authority will shortlist the five (5) highest ranked Candidates shall proceed to Stage 2. Stage 2 – Invitation to Tender: The Contracting Authority has only published an abridged Invitation to Tender with this PQQ as the publication of the level of details contained in the full specification of requirements poses a potential security risk for the Contracting Authority. Short listed candidates will be required to complete the Confidentiality Undertaking provided for information as Appendix 4 of the PQQ.
