South Sudan – Development consultancy services – Cooperation Facility 2026-2028 South Sudan (PC-43270)

As foreseen in the MAAP 2023/2024 Financing Decision and specifically the overall objective of this Cooperation Facility is: to ensure that the EU cooperation successfully delivers results that increase the EU’s strategic visibility in South Sudan. Accordingly, the specific objectives of the contract are: • Specific objective (Outcome) 1: provision of on-demand technical assistance to the EU for shaping its development cooperation with South Sudan, for facilitating the EU’s engagement for reforms, for ensuring conflict sensitivity and gender-mainstreaming, as well as overall / sectorial coordination efforts. • Specific objective (Outcome) 2: provision of operational third-party monitoring of EU-funded cooperation projects in South Sudan based on innovative approaches in the field that allows improving the steering and delivery of programmes to South Sudan complementary to the EU’s global Results-Oriented Monitoring (ROM). • Specific objective (Outcome) 3: provision of thematic evaluations that provide an assessment of achievements, the quality and the results of interventions based on evaluation approaches adapted to the specific intervention and which allow for institutional learning and improved programming cycles. • Specific objective (Outcome) 4: implementation of the EU’s campaign strategy for South Sudan to measurably increase awareness/ understanding and perception of the EU’s actions positive impact in South Sudan as well as improve the perception of the EU as a trusted partner in South Sudan.
