Ireland – Technical inspection and testing services – VEAT Notice - ET2406 - Provision of Automotive Market Surveillance Testing Services

The RSA commenced a procurement process in November 2024 to establish a multi-party framework agreement for the provision of automotive market surveillance testing services. The RFT required successful tenderers to obtain motor insurance that aligns with market limits in Ireland and hold this insurance for the term of the Framework Agreement. In the process of verifying the successful tenderers’ insurances prior to award of the framework agreement, it transpired that none of the successful tenderers could meet the aforementioned motor insurance requirement due to differing national rules regarding motor insurance in the countries in which they operate. It was also subsequently determined that the motor insurance would not be required for every call-off contract. Accordingly, the RSA intends to: (i) waive the motor insurance requirement; (ii) replace it with a requirement for framework suppliers to put in place appropriate motor insurance (in line with the national rules for motor insurance in their country of operation) prior to commencing a given call-off contract, where applicable; and (iii) proceed to award the framework agreement to the successful tenderers on this basis.
