Ireland – Software package and information systems – Stage 1 Pre-Qualification Questionnaire for requests to participate in a Competition for the provision of a SaaS Human Capital Management Solution, for An Garda Síochána

The Commissioner of An Garda Síochána (“the Contracting Authority”) invites requests to participate (“Responses”) to this pre-qualification questionnaire (“PQQ”) from economic operators (“Candidates”) for the provision of a cloud based SaaS Human Capital Management Solution and associated supporting services as described in Appendix 1 of this PQQ (the “Services”). In summary this public procurement competition relates to the provision of a SaaS HCM Solution including licencing, the provision of implementation and configuration services, integrations, training and the provision of ongoing support and maintenance. This public procurement competition (“Competition”) is being conducted using the Competitive Procedure with Negotiation under the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”)
