Some assignments can be solved by self-management or in cooperation with other municipalities, possibly the county. For larger assignments over NOK 200,000 that can lead to exceeding the framework agreement, the contracting authority will hold mini-competitions or public tender competitions. For assignments where there are limited investment resources and a greater need to know in advance that the entire cost picture can be chosen for the contracting authority to implement mini-competitions in the framework agreement or public tender contest between selected tenderers.
