Ireland – IT services: consulting, software development, Internet and support – Direct award of contract To NEC Software Solutions UK Ltd for Housing Management System

Dublin City Council has directly awarded a contract to NEC Software Solutions UK for a Housing Management System. A Voluntary Ex Ante Transparency Notice (VEAT) was published on 24/06/2025 on the eTenders platform ref 402565-2025 which gave notice of DCC's intention to award a contract directly as per e Article 32(2)(b) of Directive 2014/24/EU which states that the negotiated procedure without prior publication may be used where the works, supplies or services can only be supplied by a particular economic operator for the following reasons (ii) competition is absent for technical reasons, and (iii) the protection of exclusive rights, including intellectual property rights
