The Promotion of Renewable Energy and Energy Efficiency Programme, PREEEP The BMZ PREEEP Commission, is one of seven commissions under the Energy and Climate programme in Uganda and is financed by the German Federal Ministry of Economic Cooperation and Development (BMZ). PREEEP is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) in cooperation with the Ugandan Ministry of Energy and Mineral Development (MEMD). PREEEP aims at improving the contribution of selected public and private actors to the implementation of market development and decentralization strategies in the fields of Renewable Energy (RE) and Energy Efficiency (EE) in Uganda through four key outputs that include Capacity development, Skills and Market development, Decentralisation and Policy. PREEEP through the Skills and Market Development output aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE) and Energy Efficiency (EE) in Uganda. The impact assumption is that the gradual reduction of market barriers for RE/EE such as access to financing, lack of skilled labour, poor product and installation quality will positively influence the investment climate in the Ugandan energy sector and thus increase the willingness of public and private-sector investors to invest in climate-, environment- and resource-friendly energy solutions. Under this output, the project works with demand side energy consuming enterprises such as the Small and Medium Enterprises (SMEs) to support them towards identifying and adopting of energy efficiency measures as well as developing bankable proposals for accessing finance to invest in RE/EE technologies. Additionally, the financing value chain from the supply side is also strengthened to unlock financing capital for investment into RE/EE bankable projects by the demand side consuming enterprises. This value chain includes the financing institutions, project financiers, energy auditors, sector associations among others. The outcome indicator for the output is "For 30 applications from small and medium-sized enterprises (SMEs) or public and private organisations are assured of financing from financial institutions". This requires developing a credible pipeline of SMEs achieved through training and technical assistance while also strengthening the support system for the SMEs such as energy auditing professionals as well as standardization of processes to improve lobbying approaches for RE/EE finance.
