Norway – Customer survey services – The Norwegian Defence Estates Agency invites tenderers to a market dialogue - Tool (SaaS) for handling employee surveys.

The employee survey in The Norwegian Defence Estates Agency is carried out annually, usually at the end of January/February. The Norwegian Defence Estates Agency has had a very high response percentage in recent years, between 82 % and 87%. In 2025, the survey was sent out to just over 2,000 respondents. The Norwegian Defence Estates Agency currently uses Rambøll as its supplier and they are responsible for the entire process - from dispatching and administration to analysing the results. The results will be presented in an insight report that will be presented to the management team. With new competence in the HR department, including HR analyst competence, Forsvarsbygg is now considering taking a greater degree of ownership of the survey. The Norwegian Defence Estates Agency is looking at an option to administer the survey itself and get access to raw data, so that own analyses can be carried out, etc. Practical if the market dialogue: There is a form (excel sheet) that can be answered and the deadline is set at 12:00 1 December 2025.Input and form is submitted by using the communication model in Mercell.Based on received responses, the Norwegian Defence Estates Agency will make an assessment and possibly call in some suppliers for 1:1 conversations - if the Norwegian Defence Estates Agency deems it appropriate. These 1:1 meetings are likely to take place via Teams (possibly physically at The Norwegian Defence Estates Agency at Grev Wedels plass 5).
