The procurement scope covers both technologies and services renewing the platforms and information systems for Kela´s benefits and claim handling. Technology scope includes benefits management solution that fulfills functional scope requirements, potentially consisting of multiple technical platforms/systems with their license/subscription services and associated and complementary product development (including new versions). The technology services and capabilities include: • Customer experience • Core (benefits management) • Data • Integration • Operational enablers Functional scope includes Kela’s customer centric target state end-to-end, or “from need to implementation” process for all benefits under Kela’s responsibility with respective use cases and supportive processes. The services scope contains implementation of technologies and functional scope within Eepos program. These services include needed program and project management, technical design for the implementation, quality assurance and testing, transformation program services for transformation program management, PMO function, design, procurement and vendor management, change management and architecture as well as security and compliance. Options include continuous development and operations of implemented solution and extension of parts of technology scope to all functional scope.
