Ukraine – Business services: law, marketing, consulting, recruitment, printing and security – Further regulatory approximation with the EU legislation and international standards in financial markets in Ukraine

Cooperation in financial services between EU and Ukraine, established through the Association Agreement, has paved the ground for ongoing regulatory approximation with the EU legislation and international standards. There remains a vast agenda for deepening financial markets, and for rendering financial system robust to support economic recovery. This agenda is reflected in the Strategy of Ukrainian Financial Markets Sector Development Strategy updated in Summer August 2023 and in the Ukraine Plan adopted by the Government on 18 March 2024. The project will support advancement in several directions: • Legal and regulatory framework in the areas of investment, pension funds and capital markets; • Macro-financial tools to identify risks that could spread from individual to the financial sector and the economy at large; • Oversight of financial services providers, including on consolidated basis; • Cross-border payments and currency regulation; • Consumer protection, financial literacy and financial inclusion; • Environmental and Social Governance practices; sustainable finance instruments; • Strengthening capacities of financial regulators in screening the national legislation in the course of accession negotiations with the EU.
