The procurement shall provide assistance to the contracting authority, both professionally and in processes, for planning projects, where the contracting authority does not have the capacity to carry out the work itself. The need will mainly be within consultancy and deliveries in projects, for example, the preparation of route offers, assessment of existing lines, analysis of existing route offers etc.
