Fredrikstad and Sarpsborg municipalities invite tenderers to a dialogue conference to explore new initiatives to increase the work inclusion with input and ideas from different perspectives than those that tend to form the basis for procurements of labour market measures. The municipalities have a high proportion of non-Western immigrants and refugees among the population. NAV Fredrikstad and NAV Sarpsborg perceive that the existing measures are not sufficient for success well enough with work inclusion for this group. The offices are therefore working together on an innovative procurement with the aim of finding new initiatives that can contribute to the work including of non-Western immigrants with low education and language level. About the event Fredrikstad and Sarpsborg municipalities invite tenderers to a dialogue conference at Lisleby Samfunnshus, Monday 15 September 2025, 09:00-12:00. The target groups for the dialogue conference are suppliers, consortiums, nonprofit organisations or others who want to develop a comprehensive and innovative methodology for working including non-Western immigrants with low education and language level. NAV would like to explore new measures to increase the work inclusion with input and ideas from different perspectives than those that would like to form the basis for procurements of labour market measures. Suppliers who have worked on similar problems or have ideas they would like to try out are in the target group for this market dialogue. Fredrikstad and Sarpsborg municipalities would like to develop a methodology for increased work including where: • The target group shall have sufficient language to function in working life, minimum A2 level orally. • There shall be a focus on the individual ́s resources and interests. • The initiative safeguards the individual's overall need, based on the individual ́s social, economic and health situation. • The initiative shall have a work-oriented focus and aim of ensuring permanent work. • Models are developed that are different from the current existing tender for the target group.
