Tender Description
Given the budgetary constraints and capacity gaps resulting from the ongoing Russian military aggression against Ukraine, as well as policy priorities linked to Ukraine’s status as EU candidate country granted in June 2022, the EU is committed to continue providing Ukrainian competent authorities support for the implementation of reforms in electronic communications sector. While building on achievements of Digital Policy Support to Ukraine project, the overall objective (Impact) to which this action contributes is: to support the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services (Regulator – the NCEC) in implementing the commitments in the area of electronic communications and digital economy under Appendix XVII-3 of the AA/DCFTA, while reinforcing its institutional resilience of NCEC through increasing its information security. This contract is specifically aimed at reinforcing EU-Ukraine cooperation by addressing the priorities of the EU-Ukraine Association Agreement as to enhance regulatory convergence across electronic communications and digital economy and further developing regulatory environment in the field of electronic communications. Support in sustaining the EU – UA Dialogue in connection with opening accession negations with Ukraine will be a cross-cutting activity.
