Norway – Health and social work services – Procurement of temporary residential offers target group 2 and 3

The Norwegian Welfare Administration shall enter into framework agreements for temporary residential offers in accordance with the Act on social services in the Norwegian Labour and Welfare Administration (the Social Services Act) § 27. Temporary residential offers shall help acute homelessness and is not meant to last over time. The stay shall be as short as possible and residence time over 1 month should only exceptions can occur. This procurement is for the following target groups: 2) tenders for persons who need some assistance and guidance to get in touch with the auxiliary apparatus, preferably NAV, to apply for permanent residential offers, employment offers and activities. The people can have drug and alcohol problems, mental and/or other challenges. 3) Tenders for families with children who shall be particularly suitable for children ́needs for play and social gatherings with others, and shall be offered in a safe and drug and alcohol-free environment. In this competition it is possible that the tenderer can limit their tender to only apply to persons in one or several target groups, i.e. the tender offer must not include both target groups.
