Luxembourg – Technical assistance services – Technical Assistance for Northeast Ramallah Wastewater project - Phase 2 - Reuse Component

The proposed Technical Assistance (TA) operation supports the EIB “Northeast Ramallah Wastewater" project in Palestine. The objective of the TA operation is to support the Palestinian Water Authority (the project promoter) in conducting a feasibility study, preliminary and detailed designs, and tender documents for the wastewater reuse component of the Ramallah wastewater treatment plant. The TA will help to assess the wastewater reuse potential for different reuse applications (agricultural, industrial, domestic) in the project area. It will further analyse regulatory, legal, and institutional aspects of water reuse in Palestine, including national and local standards for wastewater reuse for different applications. Engaging with the various stakeholders in the project area as well as the respective Government agencies will be an essential part of the TA operation. For information, it is expected that the following expertise will be needed: 1) a Team leader and 2) a Wastewater Treatment and wastewater Reuse specialist, both with proven expertise in the water and wastewater sector, more particularly in the field of wastewater reuse; 3) an Agricultural expert with international experience in the water and wastewater sector, and in the implementation of agriculture, water resource management or irrigation projects; and 4) an Economist/ Financial Analyst with experience in the implementation of water and/or wastewater infrastructure projects or studies, in particular with project-based financial and economic modelling, financial due diligence and/or Cost Benefit Analysis components
