Norway – Data analysis services – Intention notice - Pilot project on the use of teledata for measuring travel habits/extent.
Tender Description
Rogaland County (c/o the Urban Environment Package) wishes to execute a pilot project in collaboration with It's Tomorrow and its partners (Ducky, Telia and Geodata) to test a new analytics tool based on mobility data. The project shall provide better insight into travel habits in the urban growth area in Nord-Jæren and assess the effect of measures such as the bus route. The method that shall be used is new and is currently not available from other actors. It builds on advanced processing of Telia Crowd Insights – mobility data as anonymous and aggregated, showing patterns of movement among the population – combined with travel time data from Entur and calibration against local counting data. This enables a new and more precise model for travel means distribution (vehicles, collective, bicycle, footpath) at a level that has not previously been available in Norway. The market has been assessed and no other suppliers have been identified who can offer an equivalent combination of data basis, methodology and visualisation by 01.09.2025. The system is in the pilot phase and there is a technical sole right, cf. the Public Procurement Regulations § 13-4 letter b. The procurement is for a six month pilot project starting in May 2025 and it has a cost limit that will be within the threshold for part 1 procurement. The project also includes visual presentations in the dashboard, quality assurance of the model against local data, as well as recommendations for measures that can contribute to goal achievement of the zero growth target. After the pilot has been completed, any further use or scaling of the system will be assessed through competition in accordance with the regulations.
