Belgium – Military research and technology – Four Service Contracts (Lots, I, II III & IV) for the provision of “Strategic Research and Innovation Agendas (SRIAs) Updates”

The general objective of the present four (4) Direct Contracts is the provision of support to the continued and ongoing development and update of the SRIAs and the TBBs, following the tools and processes developed either for OSRA or for the OSRA toolchain (cf. section 1.4 below). OSRA, which has been in development since January 2016 and is currently developing version 3, establishes a standardized work structure across all CapTechs, integrating a unified vision. Within OSRA v3, a harmonized template guides the development of all SRIAs and the definition of their associated TBBs. The latest version of OSRA also emphasizes the inclusion of an innovation section in the SRIAs. This aims to align the SRIAs with the activities of the recently established Hub for European Defence Innovation (HEDI), ensuring coherence and a more integrated approach. However, OSRA is a living framework. While the methodology applied by the CapTechs to update their SRIAs is fixed, the TBBs will always be subject to evaluation and updates, especially regarding their roadmaps.
