Luxembourg – Banking and investment services – Call for Expression of Interest to select financial intermediaries that will receive resources from the Holding Fund Lithuania 2021-2027

As part of the 2021-2027 programming period of the “Investment Programme for European Union Funds in 2021-2027” approved by the decision of the European Commission No C(2022)5742 (“Investment Programme”), with the purpose of tackling the market failure identified by the ex-ante assessment of energy efficiency and finalised on 28 February 2023 (“Ex-Ante Assessment”), the Ministry of Finance of the Republic of Lithuania, acting as Managing Authority (“MA”), has dedicated resources to the implementation of the Holding Fund Lithuania (“HF”) managed by the European Investment Bank (“EIB”) in accordance with Article 59(3)(a) of the Common Provisions Regulation (“CPR”) and the provisions of the funding agreement entered into force on 9 December 2024 between the Ministries of Finance and of Environment of the Republic of Lithuania (the “Ministries”) and the EIB (“Funding Agreement”). The HF is financed by the European Regional Development Fund (“ERDF”) and the Cohesion Fund as described below. Relevant rules for implementing the Financial Instrument are primarily stipulated in the CPR, the ERDF Regulation (as defined in Section 2) and applicable national laws and regulations. This Call for Expression of Interest (“CEOI”) is addressed to eligible Financial Intermediaries interested in receiving resources from the HF for the implementation of the Financial Instrument in Lithuania. Such activity shall be carried out in accordance with the contractual agreements (“Operational Agreements”) to be entered into by the EIB, acting as manager of the HF, and the Selected Applicants. The funds shall be transferred from the HF to the selected Financial Intermediaries for a specific purpose as defined in the Operational Agreements.
