Dublin City Council gives notice to invoke Article 32(2)(b) of Directive 2014/24/EU which states that the negotiated procedure without prior publication may be used where the works, supplies or services can only be supplied by a particular economic operator for the following reasons (ii) competition is absent for technical reasons, and (iii) the protection of exclusive rights, including intellectual property rights. Dublin City Council intends to directly award a contract for ongoing support and maintenance of the existing Sports and recreation information soft wear system (Gladstone) with Service Level Agreement which includes an option to develop and transition to a cloud based system under contract for two years with the option to extend for an additional 6 months.
