Finland – IT services: consulting, software development, Internet and support – Request for Information; Work Train ATC Common Interface

The Contracting Authority has launched the METKA project, which aims to replace the automatic train protection system of the Helsinki Metro with a radio-based Automatic Train Control (ATC) and Radio Network (RN) system. As part of the METKA project, the Contracting Authority is considering a procurement of “Work Train ATC Common Interface”, entailing the installation, testing and commissioning of the ATC and RN equipment on the Work Trains. The scope of the procurement is described in more detail in Annex 1 (Procurement description). This Request for Information must not be considered as a call for tenders. At this stage, the Contracting Authority requests information for preliminary market consultation prior to the official procurement procedure. The Contracting Authority will decide separately whether to proceed with the procurement. The purpose of the market consultation is to receive feedback on the intended scope of the procurement from potential service providers interested in the provision of the services and gather information on potential service providers, on their resources and capabilities. The information gathered through this Request for Information may be used to prepare the contract notice. The Respondent can participate in this market consultation by responding to the questions set out in the question form of this Request for Information (Annex 2 Question Form). Respondents are requested to answer as many questions as possible. The Contracting Authority reserves the right to request additional information and to discuss the Respondent’s response, if deemed necessary. The Contracting Authority welcomes all interested companies to actively participate in this Request for Information and to provide their feedback and proposals for ensuring the efficiency of the procurement process and for enhancing the service providers’ interest in participating in the procurement. The Contracting Authority will open the submitted answers and review the information at 11 December 2025, 12.01 pm. The contract notice is scheduled to be published in December 2025. Please note that taking part in the market discussion does not affect the participation of interested parties in the actual procurement procedure or the selection of the supplier. No compensation will be paid for responding to this Request for Information.
